In brief
An institution is more than its formal structure: it is the connected arrangement through which people pursue a purpose, make decisions, coordinate work and learn from results.
When the question matters
Organization charts and procedures describe parts of an institution. Institutional analysis asks how those parts work together in practice.
- What purpose and beneficiary need justify this institution’s work?
- Where do decisions, information or responsibilities lose continuity?
- Which outcomes show whether the system is working as intended?
Mizan framework
Mizan frames institutional design through three connected fields; this is a design lens, not a claim of independently validated results.
Core value: clarify the institution’s purpose and the value it is responsible for creating.
Governance structure: connect authority, accountability and decision rights to that purpose.
Productive effectiveness: organize capabilities and work so resources contribute to intended outcomes.
Decisions this can support
Clarify decision rights, escalation and ownership where responsibilities cross unit boundaries.
Redesign handoff points in connected workflows, with an explicit owner for each transition.
Link performance measures to institutional or beneficiary outcomes rather than activity alone.
What this does not establish
This page separates working definitions and design propositions from evidence. It does not claim measured outcomes or universal standards.
An organization chart alone cannot show informal influence, incentives or actual work paths.
A model from another institution may not fit different mandates, law, culture or capacity.
Is an organization chart an institutional analysis?
It is one input. Analysis also examines decision rights, workflows, resources, information, incentives and results, ideally using evidence from more than one source.
Is there one best structure for every organization?
No. Structure depends on purpose, mandate, scale, context, risks and capabilities. A design should state its assumptions and be reviewed against how work actually happens.
