Institutional development and design

In brief

Institutional design describes a coherent arrangement for creating value; institutional development is the deliberate work of moving toward and sustaining that arrangement.

When the question matters

Development is not a sequence of initiatives alone. It changes the relationships between purpose, governance, capabilities and work—and needs a path from today’s reality to an operable future.

  • What evidence distinguishes root causes from visible symptoms?
  • Which changes must happen first because other work depends on them?
  • How will the institution know whether the change created the intended value?

Mizan framework

A design proposition is to connect three fields across diagnosis, target design and transition.

  • Core value: use purpose and beneficiary value to prioritize change.

  • Governance structure: establish ownership, decision rights and review.

  • Productive effectiveness: sequence capabilities, processes and systems around outcomes.

Decisions this can support

  • Select the institutional capabilities to develop in light of purpose, needs and constraints.

  • Choose an operating model that aligns roles, decision rights, processes and resources.

  • Sequence the transition by dependencies, ownership and available capacity.

What this does not establish

This page separates working definitions and design propositions from evidence. It does not claim measured outcomes or universal standards.

  • A target design is not an implementation result; delivery depends on ownership, resources and adoption.

  • Measures can distort behavior if they reward activity instead of meaningful outcomes.

Does a design guarantee successful implementation?

No. Design clarifies choices and dependencies; implementation also requires authority, resources, capability, communication and ongoing review.

How should progress be measured?

Choose a small set of measures tied to intended outcomes, establish a baseline where feasible, state data limitations and review whether the measures encourage the right behavior.
